Appeals regarding recognition of prior learning
If you have applied for prior learning recognition within the Danish adult education system.
You can appeal to the Qualifications Board against certain decisions by Danish educational institutions regarding recognition of prior learning made in relation to:
How to appeal a decision to the Qualifications Board
You must address your complaint to the Qualifications Board, but send it to the educational institution that made the decision you are appealing against.
The appeal must arrive within four weeks of your receipt of the decision.
Content of your appeal
In the letter of complaint you must state:
-
Which body (study board or the like) has made the decision
-
When and how you were informed of the decision (the date of the conversation or the date of the letter which informed you of the decision)
-
In what way the decision should be changed, in your opinion, and the reasons for your view.
You should only attach new documentation if you believe that it may change the institution's assessment of your case.
Processing of your appeal
The educational institution may choose to re-assess the case.
If the institution maintains its decision it will forward your appeal to the Qualifications Board with a statement. The Qualifications Board then assesses your appeal and sends you an answer as soon as possible.
The decision of the Qualifications board is the final and conclusive administrative decision. This means that you cannot appeal against it.
The Qualifications Board does not consider complaints about legal aspects
Please bear in mind that the Qualifications Board only considers appeals against the content and the matter of the decision, i.e. about how much of your prior learning has been recognised.
1. Basic Adult Education (Grunduddannelse for Voksne, GVU)
If you apply to be admitted to a Basic Adult Educational programme and comply with the formal admission requirements, the educational institution carries out a so-called individual competency assessment. This means that it assesses your competencies in relation to the prescribed learning outcomes of the vocational education and training programme which the Basic Adult Educational programme corresponds to.
Based on the assessment, the educational institution makes a decision about the recognition of your prior learning. The decision may entail that you are admitted to the Basic Adult Educational programme and get a personal training programme, or it may entail that you have to carry out some sort of supplementary study in order to be admitted to the Basic Adult Educational programme.
If you have applied for admission to a Basic Adult Educational programme and you are dissatisfied with the educational institution's assessment of prior learning, you can appeal against the decision to the Qualifications Board and/or to the relevant trade committee (faglige udvalg).
-
You may appeal to the Qualifications Board if you are dissatisfied with the educational institution's assessment of your theoretical skills, that is: If the educational institution claims that you lack some of the skills that can be acquired during the school period of the corresponding vocational education and training programme, and you disagree with this claim.
-
You may appeal to the relevant trade committee (faglige udvalg), if you are dissatisfied with the educational institution's assessment of your practical skills, that is: If the educational institution claims, that you lack some of the skills normally acquired during the periods of in-company training, and you disagree with this claim. Your educational institution will be able to guide you on how to appeal to the relevant trade committee.
The deadline for submitting the appeal is:
-
Appeals to the Qualifications Board: 4 weeks
-
Appeals to the trade committee: 2 weeks

-
An entire educational programme
Thus, the purpose of involving in an assessment of prior learning in relation to one of these educational programmes may either be that you wish to be admitted to the educational programme and aspire to comply with the admission requirements through the recognition of your prior learning, or that you aspire for a diploma stating that you possess the skills and qualifications equivalent to parts of or an entire Higher Education for Adults or Diploma Programme.
You may appeal to the Qualifications Board against decisions about recognition of prior learning both in relation to admissions requirements and in relation to parts of, subparts of, or an entire Higher Education for Adults or Diploma Programme.
